Le \u00ab R\u00e8glement retour \u00bb, adopt\u00e9 par le Parlement europ\u00e9en jeudi 26 mars 2026, constitue une nouvelle \u00e9tape de la politique migratoire indigne qui transforme l\u2019Europe en une forteresse et la rend complice de violations r\u00e9p\u00e9t\u00e9es des droits humains. <\/p>\n\n\n\n

L\u2019objectif est une fois encore de renforcer la politique d\u2019expulsions des \u00e9trang\u00e8res et \u00e9trangers en situation irr\u00e9guli\u00e8res, qui sont d\u00e9j\u00e0 quotidiennement maltrait\u00e9-e-s dans la plupart des Etats, et soumis-es \u00e0 des proc\u00e9dures attentatoires aux droits et libert\u00e9s fondamentales.<\/strong><\/p>\n\n\n\n

La cr\u00e9ation des \u00ab hubs de retour \u00bb, ces centres d\u2019expulsion pour migrant-e-s, install\u00e9s dans des Etats ext\u00e9rieurs \u00e0 l\u2019UE, autoriserait \u00e0 d\u00e9tenir dans des pays o\u00f9 elles n\u2019ont aucun lien, puis \u00e0 expulser par la force, des personnes d\u00e9bout\u00e9es de l\u2019asile.<\/strong> Cette nouvelle externalisation serait institutionnalis\u00e9e sans contr\u00f4le ni garde-fou r\u00e9el \u2013 loin de yeux et des oreilles des ONG, l\u00e0 o\u00f9 le respect des droits fondamentaux est souvent n\u00e9glig\u00e9.

La possibilit\u00e9 d\u2019enfermer des mineur-e-s, de confisquer les documents d\u2019identit\u00e9, l\u2019allongement de la dur\u00e9e de r\u00e9tention de 18 \u00e0 24 mois \u2013 le dispositif pr\u00e9voyant m\u00eame au m\u00e9pris de toutes les des normes juridiques internationales la possibilit\u00e9 d\u2019une dur\u00e9e illimit\u00e9e<\/strong> quand un risque pour la s\u00e9curit\u00e9 serait identifi\u00e9 \u2013 constituent \u00e0 l\u2019\u00e9vidence un pas suppl\u00e9mentaire vers la l\u00e9galisation de la criminalisation des personnes migrantes.<\/p>\n\n\n\n

Les organisations du collectif N\u00e9-es ici ou venu-es d\u2019ailleurs appellent \u00e0 une large mobilisation de la soci\u00e9t\u00e9 civile, des citoyennes et citoyens, pour d\u00e9noncer ce texte honteux et d\u00e9fendre un autre projet de soci\u00e9t\u00e9, humaniste, solidaire et \u00e9galitaire.<\/strong>
