Mobilisation sociale contre la r\u00e9forme des retraites, action \u00e9cologiste \u00e0 Sainte-Soline, mouvement de contestation, notamment dans les quartiers populaires, \u00e0 la suite du meurtre du jeune Nahel par des policiers, manifestations en soutien \u00e0 Gaza\u2026 autant de mouvements de protestation de la soci\u00e9t\u00e9 civile qui ont \u00e9t\u00e9 frapp\u00e9s par la r\u00e9pression polici\u00e8re tout au long de l\u2019ann\u00e9e pass\u00e9e.<\/p>\n\n\n\n<p>Malgr\u00e9 les alertes r\u00e9p\u00e9t\u00e9es de la soci\u00e9t\u00e9 civile, l\u2019Organisation mondiale des Nations unies (ONU) a, quatre ans apr\u00e8s une alerte similaire lors des rassemblements des \u00ab Gilets jaunes \u00bb, \u00e0 nouveau \u00e9pingl\u00e9 la France face \u00e0 son escalade r\u00e9pressive.<\/p>\n\n\n\n<p>Apr\u00e8s avoir \u00e9t\u00e9 exp\u00e9riment\u00e9 dans les quartiers populaires, la LDH a constat\u00e9 que le d\u00e9ploiement de moyens r\u00e9pressifs hors norme \u00e9tait maintenant la r\u00e8gle dans les situations de maintien de l\u2019ordre : retour de l\u2019usage d\u2019armes mutilantes comme le LBD, les grenades de d\u00e9sencerclement et les grenades offensives, des nasses ill\u00e9gales en manifestation, du gazage \u00e0 outrance, du matraquage syst\u00e9matique, ou encore de l\u2019utilisation nouvelle de drones. Elle a \u00e9galement fait le constat de l\u2019emploi de policiers non form\u00e9s au maintien de l\u2019ordre et connus pour leur violence \u2013 en particulier la brigade de r\u00e9pression de l\u2019action violente motoris\u00e9e (BRAV-M) et les Brigades anti criminalit\u00e9 (BAC), ainsi que de nouvelles compagnies de CRS, dont l\u2019action est d\u00e9j\u00e0 rep\u00e9r\u00e9e comme \u00e9tant probl\u00e9matique, notamment \u00e0 Mayotte, lors de l\u2019op\u00e9ration \u00ab Wuambushu \u00bb. Le recours syst\u00e9matique aux interpellations \u00ab pr\u00e9ventives \u00bb, la multiplication des gardes \u00e0 vue arbitraires et violentes, ainsi que des verbalisations abusives, mais aussi la recrudescence d\u2019arr\u00eat\u00e9s pr\u00e9fectoraux interdisant les mobilisations sociales viennent compl\u00e9ter cette panoplie r\u00e9pressive, au m\u00e9pris des cons\u00e9quences pour les libert\u00e9s, comme pour les personnes. La LDH a \u00e9galement fait le constat des difficult\u00e9s pour les victimes d\u2019acc\u00e9der \u00e0 la justice.<\/p>\n\n\n\n<p><strong>Quels r\u00f4les, quels fonctionnements, quel protection pour les observatoires?
