Dans une note du 20 octobre 2009, la Fondation Terra nova, d\u00e9nonce la r\u00e9forme des collectivit\u00e9s locales pr\u00e9par\u00e9e par le gouvernement. Elle se situe selon elle \u00ab\u00a0<em>entre \u00e9lectoralisme et recentralisation<\/em>\u00ab\u00a0. La cr\u00e9ation des conseillers territoriaux (si\u00e9geant \u00e0 la fois au niveau d\u00e9partemental et r\u00e9gional), le mode de scrutin mixte (\u00e0 la fois uninominal pour 80 % et de liste pour 20 %) ne sont pas \u00e9quitables, cr\u00e9ent un nouveau type de cumul des mandats, d\u00e9favorisent la parit\u00e9 et engendrent de la confusion et une perte de l\u00e9gitimit\u00e9 d\u00e9mocratique.
