{"id":1454,"date":"2016-03-17T11:01:31","date_gmt":"2016-03-17T10:01:31","guid":{"rendered":"http:\/\/site.ldh-france.org\/metz\/?p=1454"},"modified":"2017-11-05T11:05:25","modified_gmt":"2017-11-05T10:05:25","slug":"roms","status":"publish","type":"post","link":"https:\/\/site.ldh-france.org\/metz\/2016\/03\/17\/roms\/","title":{"rendered":"ROMS, scolarisation des enfants"},"content":{"rendered":"<p style=\"text-align: center\"><a href=\"http:\/\/site.ldh-france.org\/metz\/files\/2016\/02\/rom3.jpg\" rel=\"attachment wp-att-1387\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1387\" src=\"http:\/\/site.ldh-france.org\/metz\/files\/2016\/02\/rom3.jpg\" alt=\"rom3\" width=\"460\" height=\"305\" srcset=\"https:\/\/site.ldh-france.org\/metz\/files\/2016\/02\/rom3.jpg 460w, https:\/\/site.ldh-france.org\/metz\/files\/2016\/02\/rom3-300x198.jpg 300w\" sizes=\"auto, (max-width: 460px) 100vw, 460px\" \/><\/a><\/p>\n<p>La ligue des droits de l&rsquo;homme, par la voie de sa pr\u00e9sidente, <a href=\"http:\/\/www.ldh-france.org\/droit-leducation-enfants-roms-menace-expulsions-incessantes\/\" target=\"_blank\" rel=\"noopener\">alerte la ministre de l&rsquo;\u00e9ducation nationale<\/a>, \u00e0 propos\u00a0 de la scolarisation des enfants ROMS, sur les difficult\u00e9s\u00a0 g\u00e9n\u00e9r\u00e9es par les expulsions incessantes.<\/p>\n<p>Il est difficile dans ces conditions d&rsquo;avoir vocation \u00e0 s&rsquo;int\u00e9grer.<\/p>\n<p>En Allemagne, la cour de cassation avait cr\u00e9\u00e9 une jurisprudence en 1956 s&rsquo;appuyant sur l&rsquo;id\u00e9e que les populations ROMS, tziganes, gens du voyage, \u00ab sont d\u2019exp\u00e9rience enclines \u00e0 la d\u00e9linquance, en particulier au vol et \u00e0 l\u2019escroquerie ; elles sont d\u00e9pourvues en maintes mani\u00e8res des incitations morales au respect de la propri\u00e9t\u00e9 d\u2019autrui car, \u00e0 l\u2019\u00e9gal des peuples primitifs, un instinct d\u00e9brid\u00e9 d\u2019appropriation les d\u00e9finit \u00bb.<\/p>\n<p>Lors d&rsquo;un colloque \u00e0 Karlsruhe, Bettina LIMBERG, la pr\u00e9sidente de la BGH (Bundesgerichtshof, la cour de cassation)\u00a0 a d\u00e9clar\u00e9 \u00ab\u00a0cette jurisprudence nous couvre de honte\u00a0\u00bb (<a href=\"http:\/\/site.ldh-france.org\/metz\/files\/2016\/02\/Roms.-Une-honte-radi\u00e9e.pdf\">Roms.
