Notre Pr\u00e9sident, Emmanuel MACRON,\u00a0 se dit attach\u00e9 aux valeurs europ\u00e9ennes. C&rsquo;est bien. Ce serait beaucoup mieux s&rsquo;il se donnait les moyens de les mettre en \u0153uvre.<\/p>\n<p><a href=\"http:\/\/site.ldh-france.org\/metz\/files\/2018\/07\/2018_CRA_2017_METZ.pdf\" target=\"_blank\" rel=\"noopener\">La partie du rapport concernant le CRA de METZ.<\/a><\/p>\n<p>Les analyses r\u00e9alis\u00e9es par les diff\u00e9rentes associations qui interviennent en Centre de R\u00e9tention Administrative font apparaitre une ann\u00e9e sombre pour les droits des personnes \u00e9trang\u00e8res.<\/p>\n<p><strong>La France m\u00e8ne une politique assum\u00e9e du tout r\u00e9tention pour une efficacit\u00e9 tr\u00e8s limit\u00e9e:<\/strong><\/p>\n<ul>\n<li>Une politique de l\u2019enfermement unique en Europe<\/li>\n<li>Une r\u00e9tention inutile pour plus de la moiti\u00e9 des personnes enferm\u00e9es<\/li>\n<li><strong>Des violations des droits de plus en plus fr\u00e9quentes et inqui\u00e9tantes<\/strong><\/li>\n<li>Enfermer longtemps ne permet pas d\u2019expulser plus<\/li>\n<li>Explosion du nombre d&rsquo;enfants enferm\u00e9s<\/li>\n<\/ul>\n<p><strong>La r\u00e9tention : un lieu maltraitant et traumatisant<\/strong><\/p>\n<ul>\n<li>Violence de la loi, des proc\u00e9dures et de leur application<\/li>\n<li>Violence d\u2019un lieu d\u2019enfermement<\/li>\n<li>La r\u00e9tention est aussi un lieu de souffrance et d\u2019angoisse<\/li>\n<li>La r\u00e9tention est aussi marqu\u00e9e par des actes de violence ou des automutilations<\/li>\n<\/ul>\n<p><strong>Outre-mer : des renvois massifs au d\u00e9triment des droits fondamentaux<\/strong><\/p>\n<ul>\n<li>Une am\u00e9lioration des conditions d\u2019enfermement qui ne s\u2019est pas \u00e9tendue \u00e0 l\u2019acc\u00e8s aux droits en r\u00e9tention<\/li>\n<li>Un contr\u00f4le juridictionnel toujours marginal<\/li>\n<li>Des pratiques hors cadre<\/li>\n<\/ul>\n<p><a href=\"http:\/\/site.ldh-france.org\/metz\/files\/2018\/07\/2018_CRA_2017_analyses.pdf\" target=\"_blank\" rel=\"noopener\">Pour lire l&rsquo;analyse compl\u00e8te<\/a><\/p>\n<p><a href=\"http:\/\/site.ldh-france.org\/metz\/files\/2018\/07\/2018_CEDH_CRA_enfants.pdf\" target=\"_blank\" rel=\"noopener\">La jurisprudence de la CEDH concernant l&rsquo;enfermement des enfants<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Le Centre de R\u00e9tention Administrative de Metz est le centre dans lequel ont \u00e9t\u00e9 enferm\u00e9s le plus d&rsquo;enfants en 2017 (France m\u00e9tropolitaine).
